A man who was arrested five times and sits in jail earned R1.2-million from the ratepayers of Ekurhuleni
Julius Mkhwanazi has earned R1.2-million from the ratepayers of Ekurhuleni while he sits in a cell awaiting criminal justice.
Mkhwanazi is the suspended Deputy Chief of the Ekurhuleni Metropolitan Police Department (EMPD) who has been linked to numerous crimes.
He became the centre of attention after being suspended in November 2025 following explosive revelations before the Madlanga Commission of Inquiry.
The Madlanga Commission is a judicial probe into corruption, political interference, and organised crime within law enforcement.
Mkhwanazi allegedly ran a rogue unit within the EMPD’s Specialised Services division implicated in extortion, truck hijackings, copper theft, and violence.
Former EMPD officials testified that he authorised over 50 unvetted promotions within a three-month period, bypassing standard administrative procedures.
He now faces a series of criminal prosecutions led by the Independent Police Investigative Directorate (IPID) and special task teams.
These include the 2022 murder of Emmanuel Mbense, a R14.9 million precious stones heist, municipal corruption and fraud, and a court impersonation scheme.
Mkhwanazi has denied all charges. However, this did not stop many stakeholders from calling for his dismissal.
Despite these charges, Mkhwanazi continues to receive a full taxpayer-funded salary from the Ekurhuleni Metro.
Khathutshelo Rasilingwane, a member of the Gauteng Provincial Legislature, said that the situation was unacceptable.
“It is unacceptable that Julius Mkhwanazi has earned R1.2-million from the ratepayers of Ekurhuleni, while he sits in a cell awaiting criminal justice,” she said.
“Mkhwanazi has been arrested five times, on five charges, and remains in a cell and has not been granted bail.”
“Beyond the stench of corruption and criminality, Mkhwanazi adds no value to the people of Ekurhuleni, yet he still draws his salary every month.”
She said the deeper scandal is that the Ekurhuleni City Manager is implicated as well, and that he should be the one to suspend Mkhwanazi.
“Ekurhuleni deserves so much better than this. It deserves a government that cuts out the corruption and ends it,” Rasilingwane said.
