City Manager had a luxury private jet trip to London and is linked to properties worth R60 million
Ekurhuleni City Manager, Imogen Mashazi, is allegedly linked to two luxury properties in Meyersdal Eco Estate, valued at around R60 million.
There are also allegations relating to the luxury private jet trip to London, procurement irregularities, and interference in municipal disciplinary processes.
Mashazi became the subject of public scrutiny, investigative journalism, and legal proceedings linked to questionable activities.
She is among those implicated in fraud, procurement irregularities, and corruption within the City of Ekurhuleni Metropolitan Municipality.
The Madlanga Commission heard about independent investigative reports against Ekurhuleni officials being ignored.
Instead of facing the recommended disciplinary action proposed in the reports, the implicated individuals were promoted.
Mashazi featured prominently in these cases. However, the biggest red flag was the discrepancy between her public-sector salary and her lifestyle.
She faces criminal complaints regarding an undeclared 2022 luxury private charter flight to London.
Allegations suggest that the multimillion-rand trip was funded by external entities that benefited from lucrative municipal contracts and tenders in Ekurhuleni.
This is a direct violation of the Municipal Finance Management Act (MFMA) and Supply Chain Management policies.
On Wednesday, 8 July 2026, the Democratic Alliance (DA) handed over new whistleblower information to the South African Police Service (SAPS).
“We have been approached by a whistleblower with information that raises serious concerns and, in our view, warrants urgent investigation by SAPS,” the DA said.
Mashazi is allegedly linked to two luxury properties in Meyersdal Eco Estate, valued at around R60 million.
Neither property is registered in Mashazi’s or her husband’s name, and she allegedly pays R120,000 per month to another individual to hold the properties on her behalf.
“We are in possession of more information, which has now been submitted to SAPS for further investigation,” the DA said.
The party has called on investigators to establish the true ownership and provenance of these assets and determine whether any assets have been concealed.
The Democratic Alliance has also asked the police to investigate whether they are consistent with her known lawful income.
Listining to Dr Schoeman who’s an expert on governance on lifestyle audits, there’s no way that government officials in the hierarchy cannot take advantage of the multi-loopholes within the audits. Competencies’ levels are rock bottom or they just being followed as normal and people conducting them are party to corruption as well. Municipal bylaws are some of the ignored governance obligations that our municipalities have put aside in order to fund their pockets. Mashazi and entire Ekurhuleni municipality hierarchy implicated at Madlanga commission should be locked up and dispossed of their belongings and given life sentences for defying the local municipality
